Pay Off as Capital Budget Passes First Hurdle

Representative Bill Williams,
R-Saxman, Co-chair of the powerful House Finance Committee, announced
Monday the list of District One projects included in the capital
budget set out in Senate Bill 247. Representative Williams worked
with Senator Pete Kelly, R- Fairbanks, Co-Chair of the Senate

writing the Senate version
of SB 247 which passed the Senate Finance Committee on Sunday,
May 5, 2002.
Just over $1 million was added
for various projects in District One in the Senate Finance version
of the capital bill. "In order to keep sewer rates in the
Borough down, we have allocated $500,000 towards the purchase
of Borough sludge equipment," said Rep. Williams. "We
also felt it was important to get some funds for the repair and
maintenance of the Senior Center and PATH."
District One's capital projects
in the bill include 25 items totalling over $9 million dollars.
Major projects include $3,508,000 in authority for AHFC bonding
for renovation of Seaview Terrace; $1,230,000 in funding for
Tongass Avenue water and sewer improvements; and $1,330,000 in
funding Tongass Avenue resurfacing.
Representative Williams commented
on other area projects funded in legislation that has passed
the House: "When you add the money in the bond bills and
debt reimbursement bill ($20 million for the Swan Lake/Tyee intertie;
$3,900,000 for construction upgrades to the University's Paul/Ziegler
buildings; $5,522,692 for repairs at Schoenbar Junior High; $385,000
for the University's Robertson building and parking lot; and
$3,938,000 for Ketchikan's Harbors) to the projects we were able
to fund in the capital budget, Ketchikan is sitting pretty."
The capital budget will now
head to the floor of the Senate and then to the House, where
it will be assigned to Williams' House Finance Committee. "I
will continue to monitor Ketchikan's capital budget items as
the bill moves through the process and over to the House Finance
Committee." The House Finance Committee typically makes
the last few changes in capital spending and attaches the reappropriations
section of the bill.
